In the matter of approving the Minutes from the April 6, 2021 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Bids/Awards/Proposals

1.

In the matter of accepting and executing the notice of award for the quote from Mathis Concrete, LLC for the 2021 Peterson School Ramps replacement project. Jeremy Morris, Public Works

Background:  On March 10, 2021 Public Works requested written quotes for the replacement of two (2) curb ramps at the intersection of Hope Street and Bristol Avenue (Peterson School Ramps).  Construction services include demolition, subgrade preparation, concrete construction and traffic control.  Public Works will install a Rapid Reflective Flashing Beacon (RRFB) after the contractor is finished replacing the ramps.  The following quote was received: 

Mathis Concrete, LLC $18,600.00

Klamath County Public Works requests the quote be awarded to Mathis Construction, LLC.

Fiscal Impact:  Fiscal Impact is none.

Recommended Motion:  Board to approve and execute the notice of award for the quote from Mathis Concrete, LLC for the 2021 Peterson School Ramps replacement project.  Fiscal impact is none.
2.

In the Matter of requesting approval of the purchase of a 12 passenger 2021 Ford Transit Van. -Brian Bryson-Jail Commander

Background:  The purchases from Day Management, an ORCPP cooperator to the City of Salem’s contract #178014, including the outfit of lights, radio equipment and partitions allowing for gender segregation.  Purchase of this vehicle will allow for the safe secure transport of adults in custody.  The total cost for the vehicle, outfitting, will be approximately $51,667.89.   

Fiscal Impact: Approximate Expense of $51,667.89.  The vehicle and outfit of equipment to be paid from General Fund Equipment Reserves.  No budget resolution is required. 

Recommended Motion: Approve the Klamath County Sheriff’s Office Corrections Division to complete the purchase 12 passenger 2021 Ford Transit Van.  Purchase of vehicle and outfitting with equipment at an approximate expense of $51,667.89 General Fund Equipment Reserve

In the matter of the BOCC authorizing Klamath County Community Corrections to accept a bid for Project Homefront’s roof project. Aaron Hartman, Community Corrections.

Background: Klamath County applied for and has been awarded a grant from Oregon Community Foundation in order to purchase Oregon Motel 8 under the grant name, Project Homefront. A portion of the grant award is subject to a hold back in order to fund repairs necessary to prepare the property for occupancy. All repairs must be completed and all grant holdback amounts fully distributed by June 30th, 2021. Any grant holdback amount remaining at June 30th, 2021 will be forfeited. 

Klamath County issued a bid for roof repairs recommended by the OCF’s property inspection report. Two bids were returned: Northwest Quality Roofing, LLC at $115,565.00 plus optional costs and Premier Flooring, LLC at $100,470.19 plus optional costs. Community Corrections would like to accept the bid from Northwest Quality Roofing. NW Quality is the best option for quality of work and materials, experience, and upfront costs. 

Fiscal Impact: No fiscal impact.

Recommended Motion: Motion to authorize Klamath County Community Corrections to accept a bid from Northwest Quality Roofing, LLC for Project Homefront’s roof project. Fiscal Impact: No fiscal impact. 

7.

Resolutions

1.

In the matter of a Resolution setting hearing dates on proposed Ordinance No. 21.08. BOCC

Background:  The proposed revisions will not require a licensee to obtain a license from OLCC if there is no alcohol to be permitted on the premises at any time.  The attached Resolution sets the two hearings dates for draft Ordinance No. 21.08 for Board consideration.  The first hearing is set for Tuesday, April 27, 2021 @ 8:45 a.m. and the second hearing is set for May 11, 2021 @ 8:45 a.m. 

Fiscal Impact: None at this time

Recommended Motion: The Board of County Commissioners approves and signs the attached Resolution that sets the two public hearing dates.  Fiscal impact: None at this time.
2.

In the matter of a Resolution sponsoring an application for establishment of the North Klamath County Enterprise Zone-BOCC

Background:  Klamath County desires to sponsor an application for designation of an enterprise zone in North Klamath County and has formally advised and received consultation from the Oregon Business Development Department according to ORS 285C.078.  The County is interested in such an enterprise zone to encourage new business investment, job creation, higher incomes for local residents, and greater diversity of economic activity.

Fiscal Impact: None at this time

Recommended Motion: The Board of County Commissioners approves and signs the attached Resolution for establishment of the North Klamath County Enterprise Zone.  Fiscal impact: None at this time.
8.

Agreements

1.

Recommended Motion:  Board to approve and sign the contract between Klamath County and Mathis Concrete, LLC for the 2021 Peterson School Ramps replacement project.  Board also approves Public Works to install a Rapid Reflective Flashing Beacon (RRFB) and associated crosswalks on Hope Street and Bristol Avenue after the contractor is finished replacing the ramps.  Fiscal impact is $18,600.00 expenditure to the Road Operating Budget.
2.

In the matter of Approval of Amendment #18 to Agreement #159817 Intergovernmental Agreement (IGA) for Financing of Public Health Services between the State of Oregon, Oregon Health Authority (OHA), and Klamath County, acting by and through Klamath County Public Health (KCPH). – Jennifer Little, Public Health

Background:  Amendment 18 adds back WIC funds deobligated in an error by the state on Amendment #17. The agreement remains effective through June 30, 2021. 

Fiscal Impact:  Fiscal impact is an additional grant revenue of $91,000 to WIC sub department 4048. 

 
Recommended Motion:  Move to approve of Amendment #18 to Agreement #159817 Intergovernmental Agreement (IGA) for the financing of Public Health Services between the State of Oregon, Oregon Health Authority (OHA), and Klamath County Public Health. Fiscal impact is additional grant revenue of $91,000 to WIC sub department 4048.  Authorize Department Head to sign.

In the Matter of approving an Intergovernmental Agreement with Basin Transit Service and the Klamath County Veterans Service Office. - Kathleen Pierce, Veterans

Background:  The agreement would provide registered veterans in the program free transit service .  The Klamath County Veterans Service Office would pay $2.50 yearly per each veteran registered under the program.  The current number of veterans in the program is 1,831.

Fiscal Impact:  $4,577.50 Expenditure from Veterans Outreach.

Recommended Motion:  Approve agreement with Basin Transit Service and the Klamath County Veterans Service Office.  Fiscal Impact $4,577.50.

4.

In the matter of the BOCC approving a contract between Modoc Contracting and Klamath County. Todd Kepple, Museum.

Background: Project will construct new sidewalks leading to the front entrance of the main museum, as well as additional features such as benches and lighting. Modoc Contracting submitted the lowest bid for the project. Museum requests approval of contract with Modoc Contracting for $97,376.00.

Fiscal Impact: Klamath County Museum Foundation will cover at least $65,000.00 of the cost. Fiscal impact is $32,376.00 from the Museum budget.

Recommended Motion: That the Klamath County Board of Commissioners approve and sign contract with Modoc Contracting for Klamath County Museum front entrance project. Klamath County Museum Foundation will cover at least $65,000.00 of the cost. Fiscal impact is $32,376.00 from the Museum budget.

Licenses

1.

In the matter of approving a recommendation for new liquor licenses for Worden’s Truck Stop and Cinder’s Cafe. - BOCC

Background: The Oregon Liquor Control Commission (OLCC) verifies that each tavern/store has met the necessary conditions to sell liquor.  The County’s position is a recommendation only and the OLCC may take the recommendation into consideration before granting or refusing the license.

Fiscal Impact: Revenue of $ 25.00 for the new license, to the General Fund Commissioners.
