In the matter of approving the Minutes from the February 9, 2021 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Fiscal Impact: None

Recommended Motion: Approve the Minutes as presented.

Bids/Awards/Proposals

1.

In the Matter of requesting approval of the purchase of a 2020 Dodge Durango. - Chris Kaber , Sheriff

Background:  The purchases from Day Wireless Systems, an ORCPP cooperator to the City of Salem’s contract #178014, including outfit with K9 transport system, for a 2020 Dodge Durango pursuit rated vehicle for the patrol division.  The purchase of the outfitted K9 vehicle will allow for continuation of the Sheriff’s Office K9 program.  The total cost for the vehicle, including K9 outfitting, will be approximately $52,362.07.   

Fiscal Impact: Approximate Expense of $52,362.07.  The vehicle and decal total of $47,854.72 to be paid from Sheriff’s Office Equipment Reserve.  The cost to outfit the vehicle for K9 is approximately $4,507.35 to be paid from Special Revenue.  

Recommended Motion: Approve the Klamath County Sheriff’s Office to complete the purchase 2020 Dodge Durango for Patrol vehicles at an approximate expense of $52,362.07 with $47,854.72 from Sheriff’s Office Equipment Reserve and $4,507.35 from Special Revenue.

Orders

1.

In the matter of vacating Lots 9 and 10 Block 72 of Klamath Falls Forest Estates Highway 66 Unit Plat No. 3 Subdivision. Map No. R-3811-010C0 Tax Lots: 800 and 900. Erik Nobel, Planning

Background:  The property owner of the two lots (Alfred Case) who have signed a petition requesting this action.  Vacating the lots will not be detrimental to the public.  The Planning Director’s Report recommends that the two lots be vacated from the subdivision. The applicant paid the $583 application fee to process the request to vacate the lots.  Approval of the final order by the Board of Commissioners has no fiscal impact to the county.

Fiscal Impact:   There is no fiscal impact to Klamath County.

Recommended Motion:   Approve the Final Order to vacate the above described property located in Klamath County Oregon. (File No. LV 13-20).  There is no fiscal impact to Klamath County.

In the matter of vacating Lots 1, 2, 3, 22, 23, and 24 Block 40 of Crescent Subdivision. Map No. R-2409-30CA Tax Lots: 03700, 03800, 04900 and 05000. Erik Nobel, Planning

Background:  The property owner of the six lots (Vicki Mills) who have signed a petition requesting this action.  Vacating the lots will not be detrimental to the public.  The Planning Director’s Report recommends that the two lots be vacated from the subdivision. The applicant paid the $583 application fee to process the request to vacate the lots.  Approval of the final order by the Board of Commissioners has no fiscal impact to the county.

Fiscal Impact:   There is no fiscal impact to Klamath County.

Recommended Motion:
   Approve the Final Order to vacate the above described property located in Klamath County Oregon. (File No. LV 12-20).  There is no fiscal impact to Klamath County.

In the matter of reappointing Mary Palmer to the Two Rivers North Special Road District Board. - BOCC

Background: The Two Rivers North Special Road District Board has a vacancy and has recommended the reappointment of the above named individual who is willing, able and eligible to serve a term on the Board commencing January 1, 2021 and expiring December 31, 2023.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Mary Palmer to the Two Rivers North Special Road District Board.

In the matter of appointing Carrie Pierce and Reappointing Patty Case and Renea Wood to the Food Policy Council. - BOCC

Background: The Food Policy Council has vacancies and has recommended the appointment of Carrie Pierce and reappointment of Patty Case and Renea Wood who are willing, able and eligible to serve a term on the Council as follows:

Patty Case – 2/16/2021 – 12/31/2024
Renea Wood – 2/16/2021 – 12/31/2024
Carrie Pierce -    2/16/2021 – 12/31/2023

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Carrie Pierce and Reappointing Patty Case and Renea Wood to the Food Policy Council.

Agreements

1.

In the matter of requesting Board approval for the Sheriff’s Office to enter into a copier maintenance agreement with Canon. Chris Kaber-Sheriff

Background:  The copier used in the Sheriff’s Office is being purchased for $2,967.31.  The maintenance agreement currently expires 02/28/2021.  The new maintenance agreement will provide preventative and emergency maintenance for the current Canon IR6565I.  The term is 12 month from the date of contract with an estimated monthly expense of $55.20 based on $.00552 per copy @ 10,000 copies per month.  

Fiscal Impact: Estimated budgeted expense to the General Fund Sheriff’s Office-Civil Division is approximately $55.20 monthly for 12 months out of Sheriff’s Office Civil Division Materials and Services.  
 
Recommended Motion:   To approve the Klamath County Sheriff to enter into and sign an agreement with Canon for maintenance for the Canon IR6565I printer.  Estimated expense to the General Fund Sheriff’s Office-Civil division is approximately $662.40 for a 12 month term for copier maintenance.

2.

In the matter of approving the agreement between Springbrook software and Klamath County. Vickie Noel - Finance

Background: Klamath County issued an RFP on September 11, 2019 for an Integrated ERP System.  Springbrook Software was chosen in this process and their proposal was accepted in a public Work Session on November 13, 2019.  Contract pricing was negotiated at 1% uplift from current contract pricing.  This is a 3-year contract with 3 1-year renewals. 

Fiscal Impact:  $221,781.13 expenditure to the Finance Department over the life of the contract.  Annual expenditure for fiscal year 2020-21 is $73,192.68 with a 1% increase annually through 12/30/2023.

Recommended Motion:  Approve and authorize the Finance Director to sign the agreement with Springbrook, an Accela company, for the term of December 31, 2020 to December 30, 2023.  Fiscal impact of $221,781.13 expenditure to the Finance Department over the life of the contract.  Annual expenditure for fiscal year 2020-21 is $73,192.68 with a 1% increase annually through 12/30/2023.

Background:  The copier used in the Finance Department is being purchased for $2,272.54.  The maintenance agreement currently expires 02/28/2021.  The new maintenance agreement will provide preventative and emergency maintenance for the current Canon IR6555I.  The term is 12-months from the date of contract with an estimated monthly expense of $56.35 based on $.00564 per copy @ 10,000 copies per month.

Fiscal Impact:  Expenditure of approximately $56.35 monthly for 12 months from the Finance Department budget. 

Recommended Motion:  Board to Approve and authorize Finance Director to sign the Maintenance Agreement with Canon for maintenance of the Canon IR6555I printer.  Fiscal impact is estimated at $56.35 monthly for 12 months from the Finance Department budget.
