Approve Minutes from last meeting

1.

In the matter of approving the Minutes from the January 5, 2021 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Fiscal Impact: None

Recommended Motion: Approve the Minutes as presented.

Resolutions

1.

In the matter of adopting a resolution to establish Weed Control Fees for 2021. Todd Pfeiffer, Weed Control

Background: Klamath County enters into agreements with outside agencies to treat noxious weed infestations on their property.  This resolution will set fees to be collected for providing weed control services and reimbursement to Klamath County for costs incurred.

Fiscal Impact:  Income to be determined by Weed Control Agreements.

Recommended Motion:  Board approve and execute resolution to establish Weed Control fees for 2021. Fiscal Impact is to be determined by Weed Control Agreements.

Orders

1.

In the matter executing an order declaring Klamath County a Weed Control District and declaring Noxious Weeds in Klamath County for the year 2021. Todd Pfeiffer, Weed Control

Background: Under O.R.S. 569.360 the Board of County Commissioners may declare noxious weeds which are to be destroyed and prevented from producing seed within the County.  This order declares all of Klamath County a Weed Control District and identifies those weeds declared noxious.  

Fiscal Impact:  None

Recommended Motion:  Board approve and execute order declaring Klamath County a Weed Control District and declaring Noxious Weeds in Klamath County for the year 2021.  Fiscal Impact is none.
2.

In the matter of appointing Shearouse Garris to the Klamath Falls Forest Estates Unit 2 Special Road District Board. - BOCC

Background: The Klamath Falls Forest Estates Unit 2 Special Road District Board has a vacancy and has recommended the reappointment of the above named applicant who is willing, able and eligible to serve a term on the Board commencing January 1, 2021 and expiring December 31, 2023.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Shearouse Garris to the Klamath Falls Forest Estates Unit 2 Special Road District Board.

Agreements

1.

In the matter of requesting approval for the grant between Klamath County Sheriff’s Office and the Oregon Military Department, Office of Emergency Management. Chris Kaber Sheriff

Background:  This Grant in the amount of $33,650 assists in projects related to the aftermath of the 242 fires which occurred September 7th, 2020 through November 3rd, 2020.  This Grant allows for costs of labor, materials and activities necessary for the repair and restoration of public facilities damaged as a result of the 242 fire.  This Grant requires a 25% match which would be fulfilled with existing Volunteer hours. 

Fiscal Impact:  Revenue of up to $33,658.00 into General Fund Sheriff’s Office, Sheriff’s Office Special Revenue-Marine, Public Works and the Fairgrounds. 


Recommended Motion:    Approve and authorize the Sheriff to sign the 25% match grant from Oregon Military Department, Office of Emergency Management,  up to the amount of  $33,658 to the into General Fund Sheriff’s Office, Sheriff’s Office Special Revenue-Marine, Public Works and the Fairgrounds, allowing for reimbursement for labor, materials and activities necessary for the repair and restoration of public facilities damaged as a result of the 242 fire. 

2.

In the matter of requesting approval for Klamath County Sheriff’s Office (KCSO) to enter into an agreement with Klamath County Community Corrections (KCCC) for the transportation of Justice Involved Individuals (JIIs) being released from Oregon prisons to Klamath County - Chris Kaber Sheriff

Background:   Klamath County Sheriff’s Office- Corrections, will agree to securely transport Justice Involved Individuals from Oregon prisons back to Klamath County upon release on behalf of Klamath County Community Corrections (KCCC).  KCCC has agreed to pay KCSO actual costs for hourly personnel rate, hotel stay and per diem if applicable, a $500 base fee and $0.55 per mile.  KCSO will provide an invoice and travel form for base fees, personnel costs and mileage. 

Fiscal Impact:   Estimated annual revenue of $7000.00 to General Fund, Klamath County Sheriff’s Office, Corrections in addition to matching expense to Klamath County Community Corrections Operating Budget. 


Recommended Motion:   Approve the Sheriff to sign the Agreement with Klamath County Community Corrections for the secure transport of JIIs being released from Oregon prisons resulting in estimated revenue of $7,000.00 to Sheriff’s Office General Fund Corrections in addition to matching expense to Klamath County Community Corrections Operating Budget.  




3.

In the matter of Approval of Amendment #15 to Agreement #159817 Intergovernmental Agreement (IGA) for the provision of Environmental Health Services between the State of Oregon, Oregon Health Authority (OHA), and Klamath County Public Health (KCPH). – Jennifer Little, Director

Background:  Amendment 15 updates the Financial Assistance Award to reflect increased award amount for Public Health Emergency Preparedness and Response, WIC, and CARES Flu funding. Funding increase for PHEP is due to Oregon Health Authority’s carryover of funding from CDC. WIC increase is to support added software expenses of providing telehealth services. The increased award for CARES flu funding will support the management and logistical planning and implementation of both influenza vaccine and COVID vaccine received by KCPH.  The agreement remains in effect until June 30, 2021. 

Fiscal Impact:  Fiscal impact is increased grant revenue of $29,142.00. $5,459 to sub department 4029 Public Health Emergency Preparedness, $5,000 to sub department 4048 WIC, and $18,683 to sub department 4044 Clinic Nursing. 

Recommended Motion:  Move to approve of Amendment #15 to Agreement #159817 Intergovernmental Agreement (IGA) for the provision of Environmental Health Services between the State of Oregon, Oregon Health Authority (OHA), and Klamath County Public Health. Fiscal impact is increased grant revenue of $29,142.00. Authorize Department Head to sign.

In the matter of approving an Internship Agreement between Klamath Community College and Klamath County Public Health (KCPH). – Jennifer Little, Director

Background: KCPH values collaborations with academic institutions to offer applied educational experience and training in public health for students. KCC offers several degree programs that relate to public health such as nutrition, nursing, and medical assisting. These partnerships are mutually beneficial for increasing public health capacity while training future health professionals. 

Fiscal Impact: None. 

Recommended Motion:  Move to approve the Internship Agreement between Klamath Community College and Klamath County Public Health. No fiscal impact. Authorize department head to sign.
