Background: The Klamath County Building Division must follow minimum standards, policies and procedures while operating the Oregon State Building Codes building inspection program. Specifically, the building inspection program administrative standards require the Building Division to provide adequate funds, equipment and other resources to administer and enforce the program. The current Building Division budget has adequate funds within the reserve and operating budget to meet administrative standards. A look back at the past five years showed 18% of the total revenues collected were paid by four education institutions; the Klamath Falls City School District, the Klamath Community College, the Klamath County School District and Oregon Institute of Technology. During the BOCC Administrative meeting held on December 18, 2018 it was suggested to retroactively waive 18% percent of the permit fees presented on Attachment (A) through a one-time refund payment.
Fiscal Impact: $57, 337 paid to Oregon Institute of Technology, $64,717 paid to Klamath County School District, $31,555 paid to Klamath Community College, and $83,995 paid to Klamath Falls City School District for a grand total of $237,604
Recommended Motion: That the Board of Commissioners signs the attached resolution approving a one-time retroactive fee waiver to four education institutions as outlined in Attachment (A) that will be paid through the refund process. Fiscal Impact $237,604 out of the Klamath County Building FY 18/19 operating budget.
